The China Information Industry Association (CIIA ) was founded in 1990. It has been registered in the Ministry of Civil Affairs and voluntarily consisted of the organizations and people engaging the information works in the economic, scientific and social areas. The CIIA is a national social organization with legal person qualification. It is a non-profit intermediate service group in the information industry.
The CIIA is in charge of by the National Development and Reform Commission. Its social activities are managed and monitored by the Ministry of Civil Affairs and the businesses are instructed by the State Council Informatization Office and Ministry of Information Industry. The routine duties and office are supported by the State Information Center (SIC).
The tasks of the CIIA are as follows,
Take promoting national economic and social informatization as the center and take the information resources utilization and information service industry as the key, the CIIA will built bridges between government and public, between governmental agencies and enterprises and institutions, play the part of linking, consulting, intermediate services. The CIIA will make great efforts to provide services for the members, governmental agencies, enterprises and institutions, try hard to make the CIIA to be an independent impartial intermediate service agency and a self regulated organization that is operating in accordance with marketing principles and norms.
In the routine works, the CIIA will follow the policy of offering services in a first priority, mainly emphasize the social effectiveness while put the economic results subsidiary.
The business scopes of the CIIA are as follows,Organize relevant institutions to study China’s informatization, develop strategies and policies of information industries as well as some significant issues, put forward suggestions for concerning departments; organize relevant institutions to study and exchange theoretical and practical issues of informatization, promote the progress of informatization; promote the deployment of information legislations and other information infrastructure works, organize information technology development and application; organize information exchanges and consulting services, reflect the needs from enterprise to governmental departments, promote information resources sharing; organize the investigations and studies for information service industries; organize and promote relevant enterprises to carry out business exchanges and seminars; edit and publish information books and magazines and other concerning materials; organize and develop the training of vocation and qualification for the professionals of informatization; take on study, consulting, evaluation and review works entrusted by various governments and relevant departments; built the information network of associations, take the advantage of CIIA’s national information association to strengthen connections and cooperation with different aspects; set up the connection with international and Taiwan, Hong Kong and Macao information organizations, promote the information cooperation and exchange overseas and at home.
At present, CIIA has 877 group members (50% of them are enterprise members). There are 13 sub agencies, and 6 of them are sub associations including post and telecommunications sub association, textile sub association, nonferrous metal sub association, CIO sub association, city sub association and private enterprise sub association, 7 of them are professional committees including E-government professional committee, information security professional committee, credit information service professional committee, economy forecasting professional committee, food information service professional committee, market studying committee and information service network committee. The members of all sub agencies reached 868 up to now.
In 31 provinces, autonomous regions and municipalities directly under the Central Government of the Chinese continent, 29 local sub information associations have been set up besides the Jiangxi province and Tibet autonomous region so far. There are local information associations in 15 vice provincial level cities as well. According to incomplete statistics, there are 7,738 members in various local information associations. Some prefectural cities also established information associations. There are regular business connections between local information associations and the China Information Industry Association.
The agencies inside the CIIA include Office, Department of membership and training, Department of informatization study and forum, Department of international conference and exhibition, Department of foreign liaison and cooperation, Media center.
